Bethesda/Elder Scrolls?
All of them including Oblivion Remastered? That might be a little tough to pull off at your price range (as I'm assuming USD there) without dropping settings to low. Mini PC suggestions?
I have the Beelink SER9 Pro that I use with the 9070xt Red Devil. Everything was running pretty smoothly until my Aoostar 2 went out. There is no oculink support unless you install an M.2 adapter.

Which would be the best mini pc for 1440p gaming? Budget ($1200)
BeeLink SER9 Pro with it's Radeon 890M iGPU and some FSR upscaling. At least for a true mini-PC. Without upscaling, it can only produce at 1080p resolution effectively. However, a Small Form Factor PC is typically better for native 1440p resolution. They usually come with more powerful dedicated GPU
