Electric shock from laptop body

here is why that don't make since. I have used the same outlet for my daily laptop, and when I am fixing laptops or prepping them for sale, none of them have this issue other than my asus g18. I think it's an Asus issue from seeing what laptops others are using with this issue.

Ok I understand now. I managed to get mine to run at max turbo speed at full load indefinitely and not throttle, but I repasted and installed a Noctua u12A chromax cooler.
