Any news on who will be the first to market with Core Ultra 3 Intel CPUs?

I don't think they will come anytime soon, next year or two. They are more than likely to continue current path, considering they are finally ramping up thier own fab for new node again, they will be dealing all the typical stuff a new node facing -> higher cost, yield rates, core ultra being fevero

Is there any mini PC like budget system for transcoding 4K HDR HEVC to HEVC with Plex Sync maintaining HDR. If possible future proof with AV1 encoding support as well?

a mini PC good for running a Plex server?

Get an Asus NUC 15 Pro Ultra 5 version. Then use Samsung 9100 Pro gen 5 SSD with a heatsink on it and 2 TBs.
