best (budget friendly) air purifier?

For pretty close to that price range (assuming USD), the AirFanta 3Pro is by far the best bang for the buck you'll find. Barely over 1 sqft footprint and over 700m3/h CADR. It's basically a pre-built CR box kit, but looks a lot less janky than some filers and duct tape.

Loosening a precaution

I think for OP's use case, the laminar AirFanta 4Lite would be an option to make sipping coffee indoors safer, and it would be less obtrusive than the 3Pro.

AirFanta 3Pro is very easy to transport. They're just not the most aesthetic device. it's more affordable than Clean Air Kits. Not as quiet but depending on what you're performing, that may not matter as much

Best air purifier for pets? literally choking on fur over here

It's not the most aesthetic unit but the AirFanta 3Pro is great at picking up pet hair, if you keep it on the ground. I have two cats and my AirFanta collects a good amount of hair. I vacuum the sides 2-3x a month
