Unbearable slow speeds for the past week
Yep. As nice as it is that Windscribe has been successful and gotten more popular over the last few years, that does unfortunately put them on the radar for ISPs and streaming services (RIP my ability to easily watch Phillies games on MLB TV).

Won't help, 9299 refers to the ASN of the ISP. Any IP OP might get from this ISP will have the same issue. Windscribe does not customers from PLDT. OP, try signing up over mobile data.

Issues connecting to VPN
Same, I use Windscribe VPN and the WireGuard protcol seems to be blocked. Every other protocol works though.
