I was going to recommend this. I have the Viwoods AiPaper Mini and I love it! It has a really bright screen with front light. It runs Android so you can put whatever reading app you prefer.

Advice on buying eReader

If you really want to notate, the Kobo Libra Color is your friend. Otherwise, you can consider the Viwoods AiPaper Mini. The Mini runs Android and will support all of your library apps. The Kobo only supports OverDrive.
