Is this a good chair for me?
I got a Steelcase Amia used on FB marketplace for $60, I'd save your money and get a much better name brand chair that's sub $100 and will last you 10 years. This one will probably be somewhat uncomfy and last a year or two max

Is this a steelcase? What should I offer?
Its an Amia, I have one. It should say "Steelcase" at the bottom of the silver plastic part of the back rest. Personally I hate it. You need to sit in one for a while before knowing if you like it. I thought I liked it when I got it but ended up hating it within a month.

Remanufactured Leap v2 having rust
I've never seen rust on any steelcase and my office has literally thousands. I'd be pretty annoyed. That's because you aren't crawling around the office on your hands and knees and looking up at the underside of the seat on Leap V2s and Amias.

id give them credit for that if they made the amia, but they dont. steelcase does. all they do are terrible refurbs with stapled crap upholstery, unwashed seat and back pads, dont replace broken parts, etc. not to mention the shady business practices involving influencers, check out Dan Ahn's youtub
