What’s wrong with my SONY screen
A lot of Sony cameras have this problem where the top most layer of the LCD just loses its coating. I used to have an alpha 5000 that had the same "issue". While it looks terrible and makes the screen a little less useful, this does not affect image quality.

To get a camera or to not?
Definitely not. These cameras are very cheaply made and even if they do 4k resolution that doesn't mean it would be good. The camera still needs good processing power to process the image and more. Just to clarify, resolution doesn't always mean better quality. You can pick up a used Sony a5000/5100
