HELP! 100% disk activity not tied to specific process
ran into a similar thing on my B650 Tomahawk. sometimes it's the SSD itself acting up with the chipset. since you already swapped drives and did a fresh install, check if the drive has a firmware update. i had to swap to a Samsung 980 Pro and it sorted it out - some controllers just don't play nice.
