please help a keyboard newbie to buy correctly
Get a QMK board so you don't get "helpful" keyboard software preventing you from changing "system" keys. Particularly for a 60% board because you can use mod-tap to create a virtual arrow cluster. Not sure if you’re open to more “normal” keyboards but the RK ROYAL KLUDGE RKS70 can be had on Amazon for ~$100 depending on color/switch type. The linear variant is low force actuation but the switches are also hot swappable so that is another option. Meets all your other options except low profile
