I need a camera for both photography and vlogging?
Extreme low budget: < €300 Lumix G80/G85 - a 4k hybrid camera with IBIS from about 2013. 16 megapixel Micro Four Thirds sensor. Lovely camera, but quite dated. Great to learn on. Lenses for Micro Four Thirds are cheap too. If you can find one with the 12-60 3.5-5.6 kit lens, you'll get a decent lens

Does the Panasonic GH5s continually slave timecode?
The GH5S is getting old at this point, I wonder if there are any newer Lumix models that you could pick up at a similar price with better timecode support?
