Packs are like shoes when it comes to fit. The idea that one pack is going to fit everyone is fantasy. Those bags with adjustable torso length or come in multiple sizes and gender specific harnesses are the thing. Strap spacing depends on neck size in general, trapezius, general body mass, etc, etc.

Use carabiners on the end handles and attach a shoulder strap with bit snap hooks to them. You may find a strap with large enough snap hooks to fit over the handles directly.
