I tried to post about the osprey 26+6 after my trip and the mods refuse it ..... It fit into the personnal item bin but you must NOT use the 6 liters extension.

New air passenger rights in Europe include standardized dimensions for carry-ons

So, if I understand, this means that the Osprey Fairpoint 40 is out (55 cm + 35 cm + 23 cm = 113 cm) and the expanded Osprey 26+6 is acceptable only as carry-on (43 cm + 33 cm + 21 cm = 97 cm), not a personal item. 😞

Can a full size carry on backpack fit under the seat?

Depends on the plane but that’s really big. I just flew first class on Alaska and my Osprey 26+6 that fits under every plane seat ever didn’t fit under the seat!

My 26+6 (in unexpanded mode) did not fit under a 787-10 seat here. And no, if only a third of it fits, then it doesn't fit.
