I have a brio 101 and I just got a neon light to sit behind me when I'm streaming. When I turn on the light In its lowest setting, it's just a big bright light. Is there a way to adjust ISO?

My PC doesn't detect my new Brio 101 webcam when I plug it in
The PC is an HP Omen 30L. The webcam is a Brio 101 1080p webcam. I plugged it into a free USB A port on the back. There was no Device Detected sound. I checked Device Manager and it didn't show up. I tried another port and it wasn't detected there either. These same ports work fine with other device
