I ordered X260... and got L13

Having just upgraded from an X260 to an X13 gen 2 they should definitely keep the L13. X260 is fun and upgradable and sleek, but CPU performance and GPU is what matters.

Should I upgrade from my T480 to a T490/X13 Gen 1, or save up for something newer?

I would wait, the performance diffence is quite minimal. T14 gen 1 or 2 would be a better option and upgrade. Ryzen variant would be better than the i5 on X13 I would repaste and clean the T480 and look for a better deal. I own T480 and T490. The diffence is really minimal.
