For speakers near your budget, I'd probably look at the JBL 305P MkII, but those are US$340 for a pair from reputable dealers. Budget monitors
The JBL 305 are great. I got the old version because it looks better but is technically the same. They replaced my fancy Focal monitors and I don't regret it.

Studio monitor help for practice?
The JBL 305P are probably the best ones but they really only thrive if you add a subwoofer that can go down to 27.5 hz too and that gets expensive really quick.
