Will second this, ELF Xtndr (or something like that) is the best budget tubing mascara going. No clumps, no smudgesm If you want a longer lasting one, I loved the By Terry Lash Expert Twist mascara.

I love the Elf Lash XTNDR Mascara. It holds a curl and comes off like a true tubing mascara.

L’Oréal double extend is a great mascara that is truly a tubing formula. When I first found that formula I wore it exclusively for a solid eight years. Elf XTNDR and Maybelline Skyhigh are two “newer” kind of hybrid formulas that I also love. Clio Kill Lash #04 is also beautiful.

As someone who always gets "racoon eyes" no matter what brand or type of mascara I've used, the tubing mascara is finally a game changer for me! As others have said, you gotta switch to real sunscreen instead of hoping for sun protection from tints/sunscreen. Try a tubing mascara instead of waterproof. FWIW, I use Haruharu Wonder Black Rice Moisture Airyfit sunscreen all over my face (including eyelids) with elf Lash XTNDR mascara every day
