Get a used DeLonghi Dedica or Stilosa. Get a cheap scale that weighs .1 grams. Get a halfway decent grinder. Get a single walled double shot basket, a dosing funnel and a weighty tamper, that’s your basics

The grinder matters more than the machine, and you should budget a decent amount for that too. You also will likely need to budget $100-150 or so for accessories like a scale, decent tamper, distribution tools, and in some cases a nicer portafilter and basket. No and No. Most machines at this price point are junk but if you can find a De'Longhi Stilosa, you could work with that.

[Delonghi ecp35.31] Realistically, how good of a shot can this machine deliver if you have a top-of-the-line grinder that costs 6-7 times more than the machine itself? How does the quality of the shot and its taste compare to Bambino and even higher class Lelit/Rancilio machines?
Check out Lance Hedrick's review of DeLonghi Stilosa which is a cheaper and more plasticy version of the ECP. When paired with a $3600 Kafatek grinder, he claimed it made espresso as good as his $6600 La Marzocco Linea Mini.

Found at Goodwill for $5
That's a score if I’ve ever seen one! Now, go to Dollar Tree and buy yourself some descaler for $1.50. It's right by the coffee and it's the exact same as De’Longhi’s but with a different name. Works great imho. I paid $28 for my Stilosa and best $28 I’ve ever splurged.

I think someone else mentioned this earlier in the thread but the DeLonghi Stilosa is probably the only machine at this price point you should consider. If you are open to manual espresso and espresso only, not milk drinks, then you could consider The Flair Espresso Makers
