Dead as in being made by Canon? Or as in new lenses coming? Then Yes it is. Dead as in worth buying and using at a reasonable price if it fits your needs? Then no it is not IMHO. What camera would you recommend from these options?
a mirrorless camera... along with your old EF-S lens.... and an EF to M adapter will not be compact! i don't think you have enough of a budget for an m50 and a decent ef-m lens if u invest in an M camera get one of the later ones: M50, M50 mk II, M200 or M6 Mk II if u really want to go with the M50
