Would you prefer a BUDGET 64mm flat burr grinder, or a GOOD 55mm conical burr grinder? [$250]

This is true also of the Baratza Encore ESP - I have had one for a year, and it absolutely has never ground finely enough. Almost. But no. Steer clear of that I would say.

Possible Grinder Recommendations [$300-$500]

Good news to know now… Baratza Encore ESPs can’t drift from zero. Or at least, they aren’t supposed to be realigned. Nothing I found online showed me that until AFTER I went through the process. Now the grinder is broken. So, now I do have to buy a new one.
