Yup! Had a ROG strix G16 with 4070. Debated if I wanted to upgrade it or go with an ally X. Due to 1080p, lower fps, and lower graphics settings I went with a ROG strix G18 with 5080. I have the i9 14900hx with the 4060 asus g18 so very close to yours. I think you need to install a fresh copy of windows. Or use a windows image to repair it at least, if you want to keep your files but I would reinstall from scratch if I was you. Three minutes to open an app with that cpu? No way.
