Ipad Air 5th gen or Ipad A16?
The Air 5. Nicer screen and M1. The M series chips are the future, I think. More and more features are available only to the M chips. (Unless you’re a clumsy fruit and have a habit of dropping iPads, in which case the A16 iPad has a much cheaper to replace screen.)

Best iPad for writing
For your use case, you don't need to pay extra for a powerful chip like the M1. Besides, if you're worried about it lasting years, the Air 5 is already 4 years old. Try and find a new iPad 11th gen (A16).

People who bought 60hz screen ipad (base/air) for drawing/note taking, do you regret it?

Yes, an iPad Air (M1 or above) with 256+ GB of storage is well worth it. Source: I have a 256 GB iPad Air 5th gen from early 2024 and it still feels like a beast. It’ll last me 3 more semesters until I graduate!
