Look at creating positive pressure - easiest way is a fan in a window blowing air inwards. This should be your first plan of attack imo. As for purifiers, you’ll want the most carbon you can get. For your budget look at Alen 75i + their VOC filter. There are others with more carbon but they’re $$$$.

If you want to buy off the shelf: Alen 75i (or two) with their VOC filter. Should be right on budget. Although I do believe they have commercial units as well. Check their website for commercial pricing.
