XP Pen Magic Note Pad or Samsung Galaxy S9 FE
imo the only obvious advantages of Magic Notepad is the matte screen (which you can put on matte screen protector on the Samsung), and dedicate space for pen holder. Xppen doesn't have rear camera unlike Samsung does.

Xppen magic notepad Colours are good. App Im using myscript and sketchbook. Nice options. Writing is slippy. No tilt on the pen, just a manual offset. Xppen magic notepad is quite good. Uses TCL nxtpaper screen and the pen itself is solid. Nxtpaper is great tech and is easy on the eyes but it is still an LCD screen, so bare that in mind. Navigating pages hardly possible
To add to that, I have had the same exact issue with starnote on the xppen magic notepad, and it also seemed to be the case that the touch screen is confused due to the fingers and pen being close
