i use tunnelbear for stuff like this there is a free tier that isn't a limited trial. it just has a 2gb/mo limit. you couldn't use it as a general purpose vpn, but its perfect if you need to be in japan for 10 seconds every now and then

I just spoke to customer service and was informed that Tello is no longer allowing activation outside the US.
Connecting a VPN works to activate the SIM while outside the US. It's a bummer we have to bother with this. Tunnelbear is a good free option that allows you to select a specific country
