Get an A7Siii used. Best deal by a mile. Especially if they toned down the noise reduction (not sure if they did this though). I own FX3, ZV-E1, A7iv and the new A7v. After some testings and a few field gigs, the A7v certainly has the better sony Autofocuse system and better in-body stabilizer, and sharper in-camera 4k video codec than FX3 and ZV-E1. Low light is shockingly as good as FX3 and ZV-E1 up to ISO 12800... ZV-E1

This is the correct answer. A used ZV-E1 = best low light performance on the market + ibis + gyro data + full frame + etc etc Tamron 28-70 2.8 is the best value FE zoom to pair with it.
