Cheap mesh seat chair.
If you buy a really cheap mesh seat chair the mesh will also sag after a few years of use, the issue isn't that its foam or mesh, its the quality of the foam or mesh. If you are looking a chair on the budget side i will recommend Sihoo M57 (mesh seat) or Sihoo M18 (foam seat) only costing around $18
