zFrontier has Lelelab Y2K 76 in stock but that design is a matter of taste. Checks (almost) all the boxes though. There's also Royal Kludge L75, but no VIA. Any plastic board will have a lot of resonance and will produce a loud sound, even silent switches dont help much. The sound volume will be pretty much the same as your rk l75 you mentioned in the reply. If they do end up being too loud, you could hand lube them.
