For your use, I would lean Razer Basilisk V3 wired over Razer Cobra wired, tbh. If you want to remap your keyboard keys or mouse buttons to certain keys, use "Input Remapper" by sezanzeb. It's VERY simple, it has a GUI, and it just WORKS. I just have set a certain shortcut to simulate a keyboard key, works well.
I know this is an older comment, but as of today, I have tried it and it didn't even recognize my mouse (razer cobra) side buttons and I am struggling to setup a basic macro.

Looking for Gaming mouse
I’ve used both the HyperX Pulsefire Haste 2 and the Razer Cobra Wired within your budget range. The Razer Cobra is slightly heavier at 58g, but the sides feel a bit too thin for me.
