Well turns out that PolyChromatic has it's own problems. Or at least OpenRazer has problems. OpenRazer is the Razer lighting engine used by PolyChromatic - at least for Razer gear. So, OpenRazer 3.7.0 supported my BlackWidow V3 nicely and launched and lit things each time on boot or un-sleep. Great.
