What is your 1.5-bag setup?
Same. Farpoint 40 and a Farpoint 15L Daypack. (Osprey Dry Stuff pack, packed inside its own pocket, just in case. ) Goes everywhere, holds everything, easy to carry, and never a problem on any carrier.

Best Boot Bags? What’s Actually Good?
I have a Dakine 50L that is ok, decent quality and design and has stood up to maybe 10 years of use. But when I travel I use my Osprey Farpoint 40 which I can (barely) fit my boots, helmet, goggles, bibs, jacket and some clothes. Fits into an overhead compartment and doesn't skimp on shoulder straps

Best travel carry on backpack?
Lots of thoughts and suggestions here. But frankly, it sounds like you're not packing properly. You can easily travel through three seasons with the Farpoint 40 and have lots of room leftover and still be way under 12kg. If you can't handle that then consider working out a bit to increase your torso
