I think everyone here has already given some great options. Just to throw my two cents into the mix: Matador Globerider 35 might be perfect for you. Plenty of space, solid admin pocket, kangaroo pouch in the front for jackets/gym shoes. And one of the larger water bottle holders i’ve seen on a bag.

I’ve got the Nomatic Travel Pack 20L. Amazing backpack. Swallows anything I stuff into it. Amazing organisation. Great padding and weather protection. Comfortable to wear too. Oh and expands from 20l to 30l if needed.

looking for an underseat travel backpack w/ a plethora of pockets, both internal and external, 17x11x9 or less (25L)

Nomatic Travel Pack Comes as a 14L (expandable to 21L) and a 20L (expandable to 30L). A million pockets, not cheap, and heavy. I use the 30L as my EDC and compress it to 20L when traveling.
