Where can I find an AFFORDABLE, matte, PIGMENTED black liquid lipstick that actually dries down?
It’s about $13, so over your range a tad, but Maybelline’s SuperStay Matte Ink Liquid Lipstick has a black, Thrill Seeker that I really enjoy. Wore this formula (different color) for my wedding and it did not budge.

Update: the red lipstick has entered the room
I was on the hunt for a red that wouldn’t transfer when I kissed my fiancé and I found Maybelline Super Stay Matte Ink Liquid Lipstick. It was only $10 on Amazon so I bought all the reds. I love it (currently wearing Pioneer), with the only drawback being my lips start to feel dry after about 8 hour
