I think a darker, brighter lip color would brighten your whole face. Try MAC Twig or something similar. The rest of your makeup is subtle and flattering imo.

How to achieve the jelly-like lip look?
In my opinion, Mehr is more of a muted blue-pink mauve and looks different on Indian skin. The one in photo is rosy-beige, has a noticeable brown/nude influence. MAC Whirl and Twig look closer to me.
