The ol 15w charging issue - i have the X1C9 and X1Y6, several of these models needed motherboard replacements from Lenovo to address this issue under warranty unless you want to replace the burnt out mosfets As for the firmware update, disable bitlocker, install the update/reboot

X1 Carbon gen 9 charging at 15W
X1C9 is notorious for its PD circuit failures. One of the symptom was 15w limitation. It'll eventually refuse to charge. https://forums.lenovo.com/t5/ThinkPad-X-Series-Laptops/X1-Carbon-Gen-9-charging-issue/m-p/5127796?page=1 Do try poking the reset button tho. Sometimes it's just bugged EC.

Should I avoid X1C for the USB-C issues?
X1C9 specifically had its PD mosfet burning which is another layer of charging problem. Not really conclusive as to if Lenovo fixed the problem.
