p15 i9 processor
A p15 runs about $4k+. A lenovo zbook refurb runs about $1200. If you see less, be wary. That's the cheapest thing for CAD that meets those specs. If by cheap you mean something less than that, there are none. At least not new, refurbished in good condition or really vaguely cheap. These are mobile
