Over-ear and in-ear? I have JBL Live Beam 3 in-ears and they are amazing at blocking out the kind of noise you describe. It's just peaceful when ANC is on.

I have JBL Live Beam 3 and I love them. They have noise cancelling, "ambient aware" and "talk through." The last setting does seem to act as others described, kind of like you've got hearing aids. I love noise cancelling for the gym or if my kids have music or TV on really loud.
