Get whatever mechanical keyboard you like and replace the switches with silent switches. There's hardly any good prebuilts with silent switches already in them. For an ISO I would recommend the barebones Sharkoon Skiller SGK50 S2 (96%) or S3 (75%), your choice of silent switches, and a NO-ISO keycap

Silent mechanical for the office

You can take a look at the gamakay TK75V2, pegasus, or phoenix option. Although it's a pre-built keyboard, the switches are very quiet. If you don't like it, just buy the switches.
