If you are looking for rugged and don't care about typical smarthphone functionalities Garmin Instinct 2 is probably your best bet. It cos 2 hundred bucks and has all that you need, and the battery life is 24 days (2 weeks with regular actibity tracking).

What is the best smart ban?

WOOP, Hume, and Garmin all use heart rate variability measurements. I can only speak to Garmin more specifically, but it’s used in conjunction with sleep, recent activity, etc. I really like my Instinct 2, only need to charge every week or two, less if I’m outside more since it has solar charging. You can get a great Garmin for a few hundred dollars. I have the Instinct 2X Solar and generally get about 45 days of battery life with it.

Inexpensive trail ride tracking apps / computers?

Power meters can cost some coin. The cheapest I found was Sigeyi spider power meter for about $450 and it works great.
