No IBIS on most Fujifilm cameras and not really any prime lenses with OIS, is this as big of a deal as people are making it out to be for my use case?

Nope, not a problem at all! The lack of IBIS when shooting primes isn’t really an issue especially if you learn how to brace the camera properly. This was shot with the TTArtisan 27mm wide open at f2.8, ISO 6400, at 1/200s. Granted, the subject is bright but I have darker night shots from the X-T30i
