Ah. My grinder is set by weight (Mignon Libra). It regularly gives me 18.5 even though it’s set to 18. I don’t mind - it’s consistent and the results work for me.

Your first mistake is insisting on conical burrs, you can get flat burrs that could give you the flavor profile you are looking for. Which EUREKA grinder to pick? [£350]
I would keep the hand grinder for pour over and get Libra for grind by weight for espresso, I did that and am more than happy. Eureka is great for espresso and hand grinding for other methods is really no hassle. Definitely less than trying to get Eureka to switch between methods.

Grinder for dad who hates frivolous things [$500]
If he just uses his la pavoni id either stretch to the cheapest grind by weight grinder you can buy in the USA. Here (EU) the Eureka Mignon libra is 450 eur-ish. If that is too much and he volumetrically doses anyway, any hopper grinder. I wouldnt expect your dad to want to weigh out his single dose
