Canon Powershot A480 upgrade recommendations?

The availability is very poor and prices often high. Buying new is almost impossible. That is in no way special so just look for offers. You might look for some Ixus like 285 HS, or PowerShot A3300. There are dozens of suitable models from Canon alone.

Is this online purchase a scam?

If I’m looking at the correct item, the Canon IXY 650 goes for about $250 - $350 on eBay. I can’t find any that sell as low as $50. And the fact that the whole website you originally went to is gone, seems like they sold it to you and high tailed it out of there.
