This budget is quite tight with the monitor. I managed, but it's close. For the CPU, we picked up the 7600X. It's a nice gaming cpu for a great price. Here you go. Ryzen 9600x, 32gb ram, 1tb ssd, 9060xt 16gb, 27" 1440p 180hz monitor. Should be a good little machine for years to come. Easily upgradable with 2 dimm and one (at least) M.2 slot. Power supply is strong enough for a 5080. If there's extra cash, a 9070 16GB would be a significant step up
