I use a MacBook Air M4 basic spec. Works well but you will have to get the arm binaries for a lot of tools. Can be a pain to find or find alternatives if they don’t have an arm variant. But other than that works well for me. I can’t specially say about the Neo but that’s my experience on an Air.
