iPad Air has M processor, 8GB RAM, Apple Pencil 2 support, laminated display with better colour support and anti-reflective coating, and the ability to use Apple Stage Manager on an external display. Even a refurbished M1 iPad Air (direct from Apple online store) is better than the recent base iPad.

Get the 10th gen or the iPad Air 4. Both are great devices, the Air 4 is slightly better for drawing though. If you could afford it, the iPad Air 5 is the best option, it has the M1 processor which is very powerful and will handle everything. I am using it right now.

Get the air. More future proof and has a much better screen. I traded my a16 with m1 iPad Air from how bad the glare on the a16’s screen was. A non laminated display (which is in the a16 iPad) is also worse for drawing.
