Is the iPad Air (M3) that much better than the iPad A16?
iPad Air has M processor, 8GB RAM, Apple Pencil 2 support, laminated display with better colour support and anti-reflective coating, and the ability to use Apple Stage Manager on an external display. Even a refurbished M1 iPad Air (direct from Apple online store) is better than the recent base iPad.

Which gen is the oldest you’d purchase? (for a teen)
Get the 10th gen or the iPad Air 4. Both are great devices, the Air 4 is slightly better for drawing though. If you could afford it, the iPad Air 5 is the best option, it has the M1 processor which is very powerful and will handle everything. I am using it right now.

Which Ipad would suit me the best?
An iPad Air 5th Gen 5 (M1) used seems like a good fit for you. The M1 would make video editing faster, and it has the Apple Pencil 2, without being as expensive as a iPad Pro. Base iPads require plugging in the Pencil 1 to the Lightning port. The iPad Air also has USB C (older base iPads don't).
