Help with finding system for dad
There are thousands of clone consoles and finding this specific one will be a burden. The game appears to be the NES version of Baseball. What I'd recommend doing is either buying a Genesis Mini and modding it with Hakchi to run NES roms, or emulating via a PC or a laptop while using a Genesis style

Controller recommendations for a total newbie?
I mostly use the 8bitdo m30 controller. Good latency, sega layout, and works well for a lot of arcade games. Less ideal for ps1 and snes. If you're looking for a number of options it is a great versatile addition.

Looks like you could use a six button like the 8bitdo M30. Great for Genesis, Saturn, 3DO, and arcade fighters.

Pick best and worst D-pad to HADOUKEN
I recommend grabbing an 8bitdo M30. It's basically a modern Saturn/Genesis 6 button controller that works on everything except Xbox and Playstation. Best dpad out there IMO.

Using a controller without dedicated PS/Xbox Button, cannot connect to PS5s because of it, can't seem to find button on the remap tab.
I assumie this is the Retro-Bit 8-button arcade pad? Unfortunately none of the company's controllers are on the Wingman's supported list. 8bitdo M30 + Wingman would be an option Alternatively, Hori Fightstick Mini are usually cheap & have decent resale value.

Should I buy a atgames Sega genesis if it costs $15?
With those devices, you’ll only be getting the games that come with the device and the emulation quality is very poor. I mean, these days $15 will barely feed two people at Taco Bell, so it’s hard to say that it’s a bad deal exactly. But you probably wont be satisfied. I havent used one myself, but

Controller for the Dock?
Dualshock 4 and Dualsense are the best commercially available controllers with the least latency. Work great with most consoles 8bitdo M30 is great and fits those consoles that have 6 face buttons. Everything else is novelty
