If I arbitrarily label the notches starting at 1, then notch 1 will work normally, notch 2 will cause this problem when I lift and set down the mouse, notch 3 will work normally, notch 4

I hope this comment helps people reading it in future but I got a brand new Basilisk V3, there was this exact problem. Opened a ticket on Razer support and it is indeed a defect according to their response. So if you got one with this hard sound issue when releasing clicks, you can get it replaced.
