Does the bag I’m looking for even exist?
In my household we have an Osprey Qasair 26 and an Osprey Nebula 32. Both would fit your requirements. I am 4'10" and find the Qasair slightly more comfortable than the Nebula, but have used the Nebula on long trips (7-9 weeks) with no issues.

what are those reasons? I commuted with a backpack for years and I am much happier with my Ortleib panniers. to answer your original question, I can recommend the Osprey Nebula 32 liter. it has 3 separate zippable compartments and I can keep shoes in the expandable front section.

Advices for changing bag
I swapped from this to the Osprey Nebula 32. It fits my needs way better and is overall less rigid. Two sets of compression straps keeps it slim when not loaded. Seeking the perfect bag :)
I have been very happy with my Osprey Nebula 32. It has side compression straps so I can cinch it down when it's not full. I have never understood the hype about the 26 + 6. The extra zip just adds weight, it has no compression straps and the backpack straps are way more flimsy than on the Nebula.

Successfully onebagged 2 weeks in Japan with a 35L but my packing strategy makes zero sense to anyone else
I did something similar - 12 days in an Osprey Nebula 32. I sink washed every night, so didn't have to wear anything twice without washing. My bag was a bit smaller than yours, which meant I could only buy one t-shirt as a souvenir (which was fine with me.) Personally, I loved onebagging in Japan -

Does the bag I’m looking for even exist?
I’m 4’11 and I use the Osprey Nebula 32 for work, including my work laptop and I really appreciate the hip belt. I bought this in part because Osprey has great weight distribution features and good capacity. I haven’t traveled with it but I love it as a work backpack
