Probably not. I fly with an Osprey daylite plus that’s 20L. it’s full, it’s tight under there.

Which backpack for all parks?
Big Osprey guy and used an Osprey Daylite or Daylite Plus whenever I go. I'm able to get it into the free attraction lockers with a free style cup without any problem. I use it as my personal item on the plane and just empty it out before I go. I've personally found when I go into the parks its over

What are the maximum dimensions you can use? The Breeze personal item limit is 17 x 13 x 8 inches (43 x 33 x 20 cm). The Osprey Daylite 26+6 nails that. The Trail 25 isn’t hugely oversized at at 18”x13”x8”. The Daylite Plus is longer yet and that’s the problem dimension for under seat on budget airl
